|a In the state of Israel saints' tombs attract many tourists and religious events, causing the Israeli bureaucracy to become more involved in their management. While saints' tombs in Jerusalem and northern Israel are formally recognized by the Israeli government (bureaucratization and de-bureaucratization policies), tombs in the south (a geographically and culturally peripheral area) are not. Simultaneously, there have been private initiatives establishing more such tomb in settlements throughout southern Israel, an action that has created a new geographical sacred map of saints' tombs with unique religious and cultural attributes. This map helped bringing this peripheral area closer to the center. במרחבים הפתוחים במדינת ישראל קיימים קברי צדיקים רבים המהווים מוקד עלייה לרגל להמוני תיירים, ומקיימים בתחומם אירועים דתיים רחבי היקף. ההתרחשויות הציבוריות האינטנסיביות (ולעיתים בעלי גוון פוליטי), סביב קברי הצדיקים הגבירו את שאיפתה של הביורוקרטיה הישראלית לקחת חלק בניהול אתרים אלה. אולם, בעוד בקברי צדיקים בירושלים ובצפון הארץ קיימת הכרה ביורוקרטית ברבים מהאתרים, ובעקבות זאת תפעולם מתוקצב על ידי הממשלה, (בעיקר בירושלים ובצפון הארץ) בקברי הצדיקים בדרום הארץ חסרה הכרה זו. ניתן לזהות שתי סיבות לתופעה זו: 1) קברי הצדיקים בדרום הארץ, התפתחו בעיקר בשלושת העשורים האחרונים. 2) קברי הצדיקים בדרום מייצגים מבחינות רבות פריפריה גאוגרפית ותרבותית ואינם זוכים להכרה ביורוקרטית ולתקצוב, זאת למרות היותם מוקד משיכה לתיירות מקומית, בעיקר של אוכלוסיית האזור. כתוצאה מכך, ניתן לזהות ביישובים רבים בדרום הארץ יוזמות פרטיות שמטרתן לייסד קברי צדיקים חדשים. יוזמות אלו מעצבות למעשה מפה של "גאוגרפיה קדושה" במרחבים הפתוחים בדרום הארץ בעלת מאפיינים תרבותיים וגאוגרפיים ייחודיים שבכוחם לתרום לקירוב הפריפריה הדרומית לאזור הליבה הישראלי.
