|a The Rehabilitation in the Community of Persons with a Psychiatric Disability Law ("Rehabilitation Law") was legislated in the year 2000, in order to facilitate recovery and social inclusion opportunities, while establishing new community-based psychiatric rehabilitation services to enhance the quality of life of persons with psychiatric disabilities. This legislation has resulted in many developments in the community-based psychiatric rehabilitation system in Israel, with respect to both the therapeutic and the rehabilitation approaches used. In addition, the Rehabilitation Law has facilitated changes in the attitudes of mental health practitioners and those of the general population regarding the chances of persons with psychiatric disabilities to rehabilitate, recover and integrate in the community. It is estimated that there are over 80,000 persons with psychiatric disabilities in Israel. Although they could benefit from community-based psychiatric rehabilitation services, thus far only about 15% have taken advances of these services (State Comptroller and Ombudsman, 2007). Hence, there is a need to broaden the accessibility and availability of community-based services for persons with psychiatric disabilities and to combat the stigma of mental illness that prevents them from seeking help and support. Furthermore, there is a need to better understand how to change the organizational culture so that the focus of psychiatric rehabilitation practice will be on the person's desires, choices and personal goals. In light of the mental health recovery paradigm, this paper describes the processes that led to the legislation and implementation of the Rehabilitation Law in Israel. חוק שיקום נכי נפש בקהילה חוקק בשנת 2000 במטרה לאפשר ולהאיץ את שיקומם ואת שילובם בקהילה של אנשים עם מגבלה פסיכיאטרית תוך דגש על פיתוח שירותים חדשים, שיאפשרו לאוכלוסייה זו עצמאות תפקודית ואיכות חיים ברמה מרבית. בעקבות חקיקה ויישום של חוק השיקום, חלו תמורות רבות במערך השירותים בתחום בריאות הנפש, בגישה הטיפולית והשיקומית כלפי אוכלוסייה זו ובעמדות של אנשי המקצוע ושל חלקים מן הציבור באשר לאפשרויות השיקום, השילוב וההחלמה של אנשים עם מגבלה פסיכיאטרית. מנתונים של הלשכה המרכזית לסטטיסטיקה (2007) עולה כי בישראל חיים כ-80,000 איש המתמודדים עם מגבלה נפשית. אנשים אלה יכולים ליהנות משירותי שיקום בקהילה, אך רק 15% מהם עושים שימוש בשירותים הניתנים כיום. כדי שיותר אנשים ייהנו משירותי השיקום יש להרחיב את הנגישות ואת הזמינות של שירותי השיקום, ובו בזמן לעסוק בהסרת הסטיגמה, המונעת מאנשים לפנות לקבלת עזרה ותמיכה. כמו כן, יש צורך להיטיב להבין כיצד אפשר לשנות את המבנה הארגוני ואת הפרקטיקה השיקומית כך שיתמקדו ברצונותיו, בבחירותיו ובמטרותיו של האדם המקבל את השירות. מאמר זה מתאר את התהליכים שהביאו ליישום חוק שיקום נכי נפש בקהילה בישראל באמצעות אימוץ פרדיגמת ההחלמה בבריאות הנפש.
