Zusammenfassung:The PLO-Israeli peace agreement affects the entire international system and has implications for Black Africa. The pact may serve as a model of reconciliation for warring groups in Africa. However, it might also lead to decreased foreign aid to Africa and increased aid to the Middle-East. There is a new diplomatic and economic opportunity for Black African nations' relations with Israel. Israel may play the roles of "gateway-to Washington," "guardian," and "developer" for African nations. Black African nations should take advantage of the new opportunities which the peace agreement makes available.
