Politische Willensbildung verläuft - verfassungswidrig - von oben nach unten. Der Hamburger Historiker Stubbe-da Luz plädiert dafür, trotz dieses Mißstandes nicht die Stimmzettel an Protestparteien zu verschleudern, sondern sich für die Demokratisierung der bestehenden Parteien zu engagieren.
