|a Der mit den Taliban ausgehandelte Abzug der Amerikaner ohne die Regierung in Kabul ebnete den Weg für das Islamische Emirat Afghanistan, das schneller als erwartet wiederhergestellt wurde. Der Autor weist darauf hin, dass das Regime von der internationalen Gemeinschaft nicht anerkannt wird. Vier Bedingungen müssten hierzu erfüllt werden: 1) Vorhandensein eines Ansprechpartners der Taliban innerhalb der internationalen Gemeinschaft. 2) Humanitäre Hilfe muß mit Hilfe der Taliban umsetzbar werden. 3) Die Wirtschaftskrise darf sich nicht weiter verschärfen und 4) Das Erstarken des Islamischen Staates in Afghanistan muß vermieden werden. Nach Meinung des Autors befürchten die USA, Europa und die Golfmonarchien, dass ein instabiles Afghanistan wieder zu einem Zentrum des internationalen und europäischen Dijadismus werden könnte. 036: Das Dokument liegt nur in Originalsprache vor.
