| Zusammenfassung: | As a result of the Hungarian uprising in the fall of 1956, SED leadership intensified its political surveillance and acts of repression. The main perpetrator of this development was Walter Ulbricht, the Party Chairman, who had to contend with the fact, that the Ministry of National Security, the most powerful tool to carry out these actions, was headed by Ernst Wollweber. Wollweber not only had strong reservations about the new political course the SED was taking, he also had reservations about Ulbricht himself. Ulbricht began to undermine the minister's authority by directly contacting Wollweber's politically maleable First Deputy Minister, Erich Mielke. In turn, Wollweber issued an order, whereby the accountability of his ministry to Party leadership was placed under his own authority. Ulbricht interpreted this as an attempt by Wollweber to put himself above the ultimate authority of the Party. Ulbricht systematically deprived Wollweber of power by extensive re-definition and re-organization of the work of the Staatssicherheitsdienst.
