|a Seit 1999 ist die Europäische Charta der Regional- oder Minderheitensprachen in Deutschland gesetzlich verankert. Damit erfolgt eine staatliche Verpflichtung für Schutz- und Fördermaßnahmen für sechs Minderheitensprachen sowie für die Regionalsprache Niederdeutsch, deren Status als eigenständige Sprache auf diese Weise festgeschrieben ist. Ein Effekt der Sprachen-Charta besteht darin, dass seit rund zwanzig Jahren in Norddeutschland vermehrt zweisprachige Ortstafeln aufgestellt werden. Die Regionalsprache erfährt eine Aufwertung, indem sie in amtlichen Kontexten öffentlich sichtbar gemacht wird. Die Ortstafeln tragen zu einer Dynamisierung der sprachlichen Koexistenz von Niederdeutsch und Hochdeutsch bei. Sprachsymbolische Aufladungen sind dabei nicht unerheblich, weil mit Namen stets auch Fragen von Identität verknüpft sind. Im Gegensatz zu anderen europäischen Mehrsprachigkeitsregionen blieben hier bislang öffentliche Kontroversen aus, diskutiert wird allenfalls über den Lautstand und die angemessene Schreibweise des Namens. Der Beitrag nimmt eine erste Bestandsaufnahme für die zweisprachigen Ortstafeln in Niedersachsen vor; er betrachtet die Koexistenz zweier ungleichgewichtiger Sprachen und beschreibt Kriterien, die bei der Suche nach der angemessenen Schreibung niederdeutscher Ortsnamen herangezogen werden.
